The storm and the sewer in phila are separate systems , if its your storm drain try to pop the cover and use a plunger it may be just leaves and junk remember dont plung down but pull hard on the up. I also live in a row and had the same problem with my storm and it flooded into my garage. If it was your wast water you would know it, it would back up everything in your house, sinks would drain slow hoppers would almost over flow etc. I know that home depot used to sell special plungers for storm drains they fit the inside of the drain pipe so you need to know the size, they look like a rubber disk on the end of a stick. yeah you said it that spot is no secret I've been fished there for years . once I saw a car crash at the end of dirt road there  was fishing stuff all over the road and a small pickup on its side the dude was pissed
